Role Overview:

As an Organisational Design Consultant, you will help shape the organizational structures and operating models required to sustain modern, AI-enabled knowledge management capabilities within a federal government environment. Working alongside senior consultants and client executives, you will identify organizational gaps, define target operating models, and design practical transition approaches tailored to complex public sector operations.

Key Responsibilities & Accountabilities:

Document Current-State Organisation: Map organizational units, roles, reporting lines, and current capacity involved in knowledge creation and maintenance across in-scope business lines (tax, individual enquiries, and business enquiries).

Conduct Organisational Design Analysis: Assess gaps between current operations and the target knowledge management operating model; uncover capacity bottlenecks, contested ownership, and informal workload absorption.

Build Organisational RACI Matrix: Develop a detailed, named-role level RACI matrix covering authoring, subject matter review, legal/policy review, official languages review, accessibility review, publication, periodic review, and content retirement.

Define Target Operating Model: Formulate target operating models (centralized, federated, or hybrid) outlining clear rationales, trade-offs, and resourcing implications.

Produce Role Profiles & Resourcing Requirements: Draft position descriptions for emerging and AI-era roles (Knowledge Managers, Taxonomy Stewards, Virtual Agent Tuners, AI Output Reviewers) including competencies and public sector classification guidance.

Design Transition & Change Strategy: Formulate sequencing, training, communication, and change management roadmaps aligned with federal staffing and reclassification realities.

Align Governance Workstream: Partner with the Senior Business Consultant to ensure complete alignment between the Governance Playbook and the RACI framework.

Stakeholder Advisory: Engage directors and senior executives to present organizational gaps and build alignment for proposed structural and operational changes.

Eligibility Criteria & Qualifications:

Experience: 8+ years of proven experience in organizational design, operating model transformation, or related management consulting.

Consulting Track Record: Demonstrated success delivering actionable RACI matrices and target operating models implemented by enterprise or government clients.

Public Sector Alignment: Experience navigating or understanding organizational change and staffing constraints within federal government or public sector environments.

Security Clearance: Eligible to obtain and maintain a Government of Canada security clearance.

Work Authorization / Location: Must be legally authorized to work and currently reside in Canada.

Required Skills & Competencies:

Core Expertise: Deep proficiency in organizational architecture, workforce planning, operations architecture, and operating model design.

Executive Stakeholder Management: Exceptional ability to facilitate executive-level workshops, challenge assumptions constructively, and align diverse leadership groups.

Analytical Structuring: Strong capability to break down ambiguous operational processes into clear role profiles, decision rights, and accountability frameworks.

Communication: High-level written and verbal presentation skills suitable for director- and executive-level briefings.

Preferred / Good to Have:

Contact center, customer operations, or shared services operating model experience (especially where AI/automation transformed frontline workflows).

Experience designing knowledge management, content lifecycle, or digital service operating models.

Recognized change management credential (e.g., Prosci, CCMP) or formal organizational development certification.

Bilingual proficiency in English and French.
